Building the Global Employment System
From policy to practice — turning frameworks into real jobs for youth in the Global South.
What This Site Is About
This is the Job Creation operations site of the World Digital Governance (WDG) initiative. Its purpose is to show how jobs are being created, tracked, and scaled across the Global South. The site serves MDBs, employers, governments, and grant-makers, offering a clear view of outcomes: cohorts trained, skills gained, and jobs created.
At its core, this platform exists to close the opportunity gap for youth, turning global policy frameworks into measurable results on the ground. To understand the vision behind this work, it’s important to first look at WDG itself.
About WDG (World Digital Governance)
World Digital Governance (WDG) is a global initiative focused on digital sovereignty, citizen data rights, and AI-enabled job creation. Its mission is to ensure that digital transformation directly empowers people — creating jobs, protecting rights, and strengthening economies.
WDG is guided by the World Digital Compact (WDC), the UN-led framework that defines global principles for digital cooperation and inclusion.
The initiative operates through policy working groups, regional pilots, and global frameworks. From shaping AI and data policy in the Caribbean, to building scalable models for workforce development, WDG links high-level governance with practical, on-the-ground implementation. This site is one example of that link — where WDG’s global mission is translated into operational reality. Next, we’ll look at who makes this work possible.
Who Is Behind WDG
The World Digital Governance (WDG) initiative defines the policy frameworks that guide this work — but frameworks alone don’t create jobs. Turning vision into reality requires people and structure.
WDG is supported by its Founding Members, Working Groups, and Core Project Teams, which together serve as its operational backbone, building the systems that bring WDG’s principles to life. These groups are made up of individuals who contribute their expertise — many of whom have held leadership roles in the United Nations, UNESCO, National Cyber Center, CIA, the U.S. Army, and major financial, educational, and government institutions.
This Job Creation site is one of the first operational hubs — making the process transparent for MDBs, employers, governments, and grant-makers who want to see measurable results. But job creation is only one part of WDG’s broader ecosystem. Alongside this site, other WDG initiatives are also underway to reinforce the same mission.
Other WDG Initiatives
While job creation is the most urgent focus, it is only one part of WDG’s broader ecosystem. Several parallel initiatives reinforce the same mission of digital sovereignty, citizen data rights, and AI for development:
📱 ScreenApp — Skills-to-Jobs Platform
Assesses individuals through GQ (Genius Quotient) tests and connects them to opportunities. It is the foundation of the talent pipeline that feeds into cohorts and employers.
⚖️ Policy Working Group
A regional and global effort that has already reviewed 600+ policy documents across data, AI, and digital assets, producing draft frameworks for the Caribbean in collaboration with UWI, UNESCO, Jamaica AI Task Force, and the CTU.
💰 Workforce Bonds
Innovative financing models that channel capital toward training, devices, and connectivity — enabling MDBs and governments to invest in youth employment at scale.
🤖 AI Services & Digital Assets
Upcoming initiatives focused on cross-border AI service hubs and frameworks for digital asset regulation — ensuring policy keeps pace with technology and markets.
Together, these initiatives create the infrastructure for a global employment system, ensuring that policy frameworks translate into skills, financing, and jobs.

🤝 Grant-makers & Philanthropy

By connecting these groups, this site ensures that policy translates into practice and that investments in youth are tied to real results.
For the Youth
At the heart of this site is a simple truth: it’s about our kids — the future generation. Millions of young people across the Global South have talent and potential but lack opportunity. Traditional pathways — school, degree, job — no longer work at the scale needed.
This site gives youth a direct path to skills, mentorship, and real jobs, regardless of background or resources. By surrounding each cohort with community, coaches, curriculum, campuses, careers, and capital, the system ensures that every young person has a fair chance to succeed.
Connecting the Dots
The Job Creation site is one part of a much bigger picture. It connects directly to the wider mission of World Digital Governance (WDG) — ensuring that global policy commitments lead to real opportunities on the ground.
- • Policy frameworks define the rules of trust and sovereignty.
- • Capital models like workforce bonds provide the resources to scale.
- • Technology platforms such as ScreenApp match skills with jobs.
- • Cohorts and academies prepare young people for careers.
Together, these elements create the foundation of a global employment system. The Job Creation site acts as the “front window” — a place where progress can be tracked, stakeholders can engage, and the link between policy and practice becomes visible.
From here, users can explore how the site is organized and where to find the information most relevant to them.
